Harry Reid's Non-Germane Germane Amendments

Ah, January, when the weather was cold and Harry Reid was hot about non-germane amendments…I also recognize that we have a process in the Senate where bills can be amended. Sometimes they don't have to be relevant or germane. But I think you have to be in the ballpark.              -- Harry Reid, [Congressional Record, January 17, 2007]But today…The top Democrat in the Senate announced Monday he is moving two major Iraq votes into an unrelated water bill…The RS Insider wonders which enterprising reporter will ask Senator Reid how Iraq is “in the ballpark” of the Water Resources Development Act.  The RS Insider also wonders why, in light of his opportunistic reversal, said reporters should put faith in Senator Reid’s future pronouncements.
